Hahahaha.... you don't know what you're talking about Chung. Have you ever studied tax law? A "loophole" is simply a way to characterize and denigrate any LEGAL tax provision that you happen to disapprove of.
If your goal is to make the planet greener, then tax credits for installing solar panels are a clever, incentivizing use of the tax code. Why would you not want rich people to use this to reduce their carbon footprints?
If you hate fracking, then any and every provision used by frackers to lower their tax bills, whether standard or industry-specific, is labeled an unfair "loophole"!
Most so-called loopholes are designed to achieve policy goals. The legal intent is clear - to lower taxes in return for a desired policy outcome. I have no idea what you are talking about when you claim "tax law doesn't square with legal intent". Do you have any examples?
Please google "Judge Learned Hand on taxes" and tell everyone what you find. You might also want to study up on the difference between tax avoidance and tax evasion.
