I don't know "where" she was specifically (it looked like she was sitting at a table), and it was since the State of the Union from the report introducing the video/audio of her saying "they" had constitutional rights and "international law" protected them and authorized their entry into the U.S. She was using that bs as a justification for her denying funds for "the wall"!
A problem with a lot of people is they rely upon a limited source of information, and listen to what they are told what someone said or didn't say. I saw her lips moving when she spoke the words and saw her waving her hands around like she does.
It was so stupid it casts doubt on her mental state of mind.

As a general rule I prefer to see a video with synced audio so I can see lips moving to the words or a written statement signed by the person with some form of authenticity supporting the signature. That is also why I go find court opinions and the actual indictments on matters as opposed to relying upon some biased-asshole purports the documents to say.
