I have never heard of this anywhere, where the police are not required to read you your miranda rights regardless of being caught in the act of breaking the law. Now if we are talking about dirty cops, who lie, and so forth.. that is a whole other subject.
As far as cops making shit up in their police reports, according to a friend of mine who was an officer for 10-12 years they do that to fit what the DA needs for a case. So if the police have something that doesn't fit the scenario of the arrest they adlib to make it fit in the police report. That is my understanding, and yes, technically that would be lying if it is not accurate.

In every state (All 50) you can be caught with gun in hand, in the bank with the hostages and give up! You are then still considered a suspect until proven guilty! Miranda ALWAYS applies, but never to bad cops!

If I were in this scenario this is what I'd do.
1. Say nothing. Other than my name and or drivers licsense. Yes law requires that. But after that SAY NOTHING!
2. They accuse me of solicitation, good luck.
Unless they were there actually veiwing me handing the lady I chose to spend time with the $(which I never do anyway)? They got nothing. As far as they know they saw me walk in and walk out of some strange woman's room. And that's all that happened. They can't even use my reviews against me. Things I've said here either.
As far as the state of texas is concerned they only have a case if they know for sure at that time you committed a crime.
Saying anything else beyond identifying yourself only creates more problems.

When confronted by an authority figure, people have the natural instinct to talk and when they do talk they have a hard time lying. With enough questioning by experienced police and other interrogators, incriminating information will come out. The above posts are an excellent reminder to keep your mouth shut but dont appear hostile and challenging. Play cooperatively dumb!!

It's simply amazing how many times I see a provider and find money lying around. I always pick it up and place what does NOT belong to me on the dresser or end table. That’s what every gentleman should do. Some LE can't comprehend this theory of being honest, with them being on the take and all! Just saying!

Much of it comes down to trusting the person you are with. Do your homework for 1st dates. If neither of you does anything grossly stupid and you're both legit it should be near impossible for anyone to make a case that you were doing anything illegal.
