There is some truth to what you say..................
Tito of Yugoslavia and Ataturk of Turkey are 2 benevolent dictators that come to my mind...

Comparatively maybe, but just ask the Kurds and Greeks about those two and you'll find plenty of unkind words about their "benevolence". Estimates are Tito alone killed half a million people in internal genocides.

Surely the greatest dictator would be the one who best avoided the people recognizing him as such--whether explicitly or otherwise. Call Putin a dictator and you might be sent to Siberia; on the other hand, Obama's race and the touchy-feely terms in which his totalitarian agenda is couched have been generally effective in keeping the D-word from crossing anybody's mind, let alone their lips. True villainy must always involve an element of deception (cf. Iago--"I am not what I am"--and Satan himself, aka "The Prince of Lies").
Obama: hands down.

100%? I would not consider that a realistic goal. I imagine rewards would be reaped before hitting 50%, but it would be hard to measure.

The only true test of a Dictator's Power is, after all of his efforts, you choose not to see things his way, and he simply says, "put him against the wall".
I certainly do not think either of these men have that power, but I do think either would take it if given.
President Obama would be more subtle about it, but you would be just as dead.
