UC - I don't think he's really banned. A lot of times this comes up, but isn't actually the case.

I think the resolutions suggested will get around the problem.

All social sites have the capability to block ip addresses.
Frequently a back office let's machine logic do that.
There's no way humans can handle the amount of attacks that occur
