3. How can they possibly make the conclusion in paragraph 3 (which is incidentally inconsistent with what you originally claimed: "state of colorado commissioned a study and found that all the water that fell never makes it to the lakes or rivers.)
4. Where is the actual study, not some asshole right wing (and apparently unreliable that you aren't willing to tell us who he or she is) wing-nut summarizing the study?
heres one a link to the article in the NY Times, the fish wrap of record.
http://www.nytimes.com/2009/06/29/us/29rain.html?em

as for the study, it is probably somewhere on the Colorado.gov site, not sure who commissioned it tho.

oh then it must be counter-intuitive for him to understand about the nature of rainfall movement, since he blindly supports govt regulation without really a good reason.

to wit, there is so much water in our atmosphere, one could say that we're swimming in a ocean of water in the form of water vapor.

it makes too much sense to capture rain water as part of water conservation methods. this actually reduces the strain in the underwater aquifiers so they don't run dry and are kept recharged.

1. here's a cite

here is the study the article referenced. took some google fu to find it.

the report is entitled "Holistic Approach to Sustainable Water Management in Northwest Douglas County"

http://cwcbweblink.state.co.us/WebLi...705/Page1.aspx

2. still a myth - its also why the colorado legislature changed the rainwater harvesting in some cases. in other words, they bent a little on this.

3. thats a writing error on my part, I used the wrong adjective. it should have, "most of the water that fell never makes it to the lakes or rivers".

"Most" is an accurate term to describe this, wouldn't you say?

4. see #1 -- you didn't think I was gonna run and hide from your challenge, eh????

are you man enough to say you're wrong????
