I think the formula for greatest success must include these aspects:

Get many of the DC functions out of DC
Look at the Presidential election maps. DC is a cesspool (90% voted Harris) and it is tiny island landlocked by Blue States. That is where all of the work force lives.

Move much of it to Red States
They have lots of viable commercial real estate available and qualified workers. It's not like we don't have phones, email and the internets out there. Maybe they recycle the empty building in DC for homeless camps or asylums...

Leave behind what has to remain
White House, Congress and Pentagon come to mind, along with the museums.
