I'll play devil's advocate just for fun. If you believe that photo ID stops voter fraud, then logically shouldn't the vote totals have decreased due to the reduction in fraudulent voters?
It all depends on how you look at it. You can argue it either way. The increased voter turn out is consistant with legitimate voters not being disenfranchised by photo ID, as you stated, but it's also consistant with the belief that voter fraud was not a big factor prior to the requirement of photo ID.
