Use an iphone 5s and up, information on a locked phone is incredibly hard to remove if not impossible, just be sure if you are caught by le to turn the phone off immediately, they CANNOT compel you to give up your passcode (you surrender your finger prints upon booking, which is why you must restart the phone, it does not accept your fingerprint after restart, only the passcode).
If you are actually using your real number, use whatsapp which is encrypted both ways - even the makers of WhatsApp cannot read your messages because the encryption key for each message is stored only on the phones of the two people themselves and not on an outside server. If the other person has an iphone and you see blue messages, imessage is heavily encrypted also. Hangouts is not end to end encrypted because Google will surrender info upon subpoena, but it can be used with a phone number with no history that can be changed as often as you like, through Google voice.
There are plenty of ways around needing to use burner phones if you know your options.
That being said, banning burner phones is just another step on the same slippery slope we've been on since 9/11. Smart people will just find a way around it, but it's not a good trend, nor does it mean a damn thing anyway since criminals by definition don't obey laws in the first place, so making burners illegal changes nothing.
So ultimately it's really just lawmakers taking advantage of popular hysteria to posture for votes to placate their constituents, costing every law abiding person some more freedoms...

Still exiled in Russia probably for good. He went on record stating that the FBI could already break into the San Bernadeno phone Willy nilly. He wisely ran can't fight these high up cats they are honestly omnipotent and he would had been killed like Michael Hastings was purportedly or thrown in a cell like present day he-she Bradley Manning. He gave a lot of people credence in their suspiciousion of how broad and wide the scope is of their domestic big-brother ways and out right spying and eavesdropping.

You would,call the lady from a land "Hard wired" phone to set up the meeting. Upon arriving in the local area of the get together find a pay phone to say "I am in the area". That's how I did it in the late 70s when I started in this game.
