YUP!!!! When I was in the Army, my first duty station was in DC, in The Old Guard. I was in the Presidential Salute Battery. We fired the cannons for all of the ceremonies. Only heads of state, cabinet members, and a list of others are given GUN salutes. 21 being reserved specifically for those heads of state. It goes down by 2's (19, 17, 15, 13, 11) as their political position and rank. At one point I had it all memorized who got what, where, when, why and how for things such as arrivals, departures, in and overs, wreath laying ceremonies, etc. Someone such as McCain will get the 3 volleys. Very different from a gun salute.
