i think bragg is trying to extend the statute by claiming there was a conspiracy which is a crime, the conspiracy being the recording of the payment to cohen as a legal expense on trumps books
and by attaching the campaign finance issue to this "conspiracy" such that the conspiracy crime extends the statute of the campaign finance law
and then that, even though the recording of the payment was well tolled by the statute of limitations, there was some last act of the conspiracy which is inside the window of the statute for the conspiracy law
