Well, since you asked and it seems to be a point of contention with a few others let very briefly discuss....
Typically when someone is banned, for whatever reason, that ban is in effect for a certain period of time (and very occasionally permanently). When that period of time is over the ban is lifted and that person comes back. Occasionally they come back as a different handle and that is OK too. Where they run afoul of the rules of this website is if they come back as a new handle while still under ban with the old one.
To be a little more specific, on the member in question. Since I have been involved in each of his past bans I can say that he has followed the rules and served out his time before returning...as whatever name. This is a subject that we just don't discuss specifics publicly, and because of that speculation runs high at times, particularly with more controversial members. Its the nature of the beast.
I have already locked one thread because of this topic, something I am loath to do anywhere, and particularly in the Sandbox. But everyone needs to push away from this topic and on to others.
