8 USC 1401 addresses citizenship by birth. It does not address the question of whether one who is a citizen by birth is a "natural-born citizen", as the term is used by the Constitution in defining eligibility for the Presidency. The exact meaning of natural-born citizen has never been decided, in part because the question never came up before Barack Obama ran.
It does not exactly help matters that Barack Obama and his attorneys have been obstructing the issue in every way possible since it was first raised.

It comes up once in a while. Congress had to rule on McCain because he was born in the Panama Canal zone. There was some question about George Romney who ran for the Republican nomination in 1968. He was born in Mexico with both parents being American citizens. Barry Goldwater's natural born status was debated because he was born in Arizona Territory before it was a state.
If Marco Rubio makes a run for the presidency, there may be a challenge; neither one of his parents were citizens when he was born.
