It is trying to close the barn door after the horse is out. There has been such a hording of ammo, and components most have a goodly supply in stock. Bootlegging will flourish again.

Suppose gun owners in Cal colluded to buy ammo: Say it occurred on a specific day and participants bought several boxes , but individually, spread out over several hours so that each box purchased would require a separate background check.

Would that be enough o crash the FBE computers?
