To first order, I'd say the owners of the board. To second order, I'd say the moderators. After all, they decide whether to ban members or not based on the standards set out by the owners when the site was conceived. (For the record, I happen to agree with the standards the owners had in mind.)

We aren't talking about the rate at which members join on their own accord. The original post involved recruiting membership and the rate at which recruited members join
does directly depend on who recruits them and for what reason they are being recruited.
