To answer your question - ICE sent the letter with this information to Congressman Tony Gonzales (R-TX) because he is the representative who requested it six months ago.
I found the actual letter for you (see link below).

As you can see, the letter contains a detailed breakdown of the crimes which migrants have been convicted of/are charged with. The numbers are staggering and, inexplicably, most of the convicted criminals are "non-detained", i.e. they are out there freely roaming the country and able to commit more crimes.
From the letter:
"As of July 21, 2024, there were 662,566 noncitizens with criminal histories on ICE’s national docket, which includes those detained by ICE, and on the agency’s non-detained docket. Of those, 435,719 are convicted criminals, and 226,847 have pending criminal charges."

Although the letter from ICE claims that "most noncitizens who are convicted of homicide are typically not eligible for release from ICE custody" - the table shows there are a total of 13,099 migrants who have been convicted of murder yet are still non-detained.

I’m serious. After doing some internet searches and looking at the times, the post, the wall street journal and the bbc I can’t find anything with some real depth of detail about the numbers and the time frame they were using.
As far as I can tell this story is nothing but some republican congressman and Don the Con talking about how doomed the country is and how it’s all Kamala’s fault. Without more nuance and detail this story seems like nothing but republican propaganda. Details Please!

Seems to me from what I've read on the subject that blaming the Biden/Harris administration totally for this is BS.
"More than 13,000 immigrants convicted of homicide — either in the United States or abroad — are living outside of Immigration and Customs Enforcement detention, according to data ICE provided to Congress earlier this week.
It is not clear when the first migrant of the 13,000 crossed into the U.S. Two law enforcement officials familiar with the data told NBC News many of the migrants on ICE’s non-detained docket, including serious criminals, crossed into the U.S. under previous administrations, including that of former President Donald Trump.
A DHS spokesman told NBC News in a statement: " The data in this letter is being misinterpreted. The data goes back decades; it includes people who entered the country over the past 40 year or more, the vast majority of whose custody determination was made long before this administration. It also includes many who are under the jurisdiction or currently incarcerated by federal, state or local law enforcement partners.""
