I think the answer would be no.
It reminds me of a prosecutor embarking upon the prosecution of a mass/serial killer and settling on the killer's yardman pleading out on an over parking ticket he received a few years before he started doing yard work while all the time claiming the "purpose" of the initial prosecution was a accomplished and the $25 million spent on the investigation was justified !!!!!

I think the answer would be no.

forgot to add this. manafort might be an exception to this. he was tried 6-8 years ago and couldn't convict him. His connection to Trump may have caused them to have another crack at him.
