It was done after congress passed a flawed bill in '86 he did it in '87. You are just like the lefties.

The number of people is entirely relevant, chiefnerd, and Odumbo, unlike Reagan and Bush, is acting without congress and his action is at odds with what Odumbo himself has been saying for at least the last eight years. In Odumbo's own words, chiefnerd:
