Hint: When someone is subpoenaed to appear and testify they enjoy several Constitutional rights, which include the PROCEDURAL DUE PROCESS concepts associated with ALL LITIGATION (AND ADMINISTRATIVE HEARINGS) .. WHETHER THEY BE CRIMINAL OR CIVIL.
The current perjuror from the IRS was given "due process" by having been provided an opportunity to recant her testimony from the previous "meeting" in which she testified to the committee, but neglected to do so, instead exercising her 5th amendment rights (although somewhat tardy in doing so.) Her PROCEDURAL DUE PROCESS will include specific allegations in the form of contempt CITATION so she is ON NOTICE of the lies she is accused of telling, and then there will be a hearing at which she and others may be allowed to testify if they continue to be dumb enough to do it. The standard of proof to find her in contempt is another "DUE PROCESS" ELEMENT in the mix. So far we've been talking "civil."
