Until 9/11 and then Bush lumping them with the Axis of Evil. Yes it was after 9/11 and the invasion of Afghanistan and the soon to be invasion of Iraq that they went all out on their nuke program. Either method can yield the material to make a bomb. The NORKs were cheating all along - it started well before Bush uttered the words "axis of evil". You have it upside down when you claim our threats force other countries to go nuke. Slick Willy's Agreed Framework perversely gave other countries an incentive to go nuke.
