You have a mix of statuses. There's folks from over 40 countries.
Some are refugees with EAD's. Some are asylees with EAD's. Some are TPS with EAD's. These statuses are all legal. The EAD is the work authorization.
Given how long some have been have been in Charleroi, you also have some lawful permanent residents. This status is legal AND work authorized.
There's an investigation of a Fourth Street Foods contract labor supplier called Prosperity but its still ongoing. Likely they were employing some undocumented aliens but not on the scale that Trump or Chizzy or Bam would pretend is occuring.

Something to keep in mind. You can be in legal status but not have employment authorization. I expect that Prosperity played a smidge loose and started people before their EAD's came through. They take months to get adter the application is submitted. Which is a nuance that you and Trump don't account for. It's also something that's deportable for the worker if they jump the gun. This number is expected to be small.
Prosperity should also be collecting SSN's for payroll. Paying the appropriate taxes. Those take about two weeks to get on avg. Filling out I-9 forms. Lots of potential opportunity for there to be fines and penalties from a variety of government agencies both state and federal. Including potential jail time.
But, back to the Haitians in Charleroi, we're not talking thousands of people. The estimate for the total number of Haitians is around 700. Unfortunately, Trumpy bear ran with the notion that there were 2k Haitians, but that's an estimate of the total population of foreign-born residents, not the Haitian pop.
They only added 125 foreign-born children to the K-5 pop and school system. And the total number runs well under what Devo expected.
