Default banned subjects

recently i have come across postings about providers who have (banned subject) present while with a client. i had assumed this was a biggggg no-no on the boards but even the mods have got in on it. one posting in a texas board discussed how the (banned subject) opened a door while the poster was doing his business . another posting mentioned the (banned subject) numerous times.
is there any policy change on this?
on another note-- would a prosecutor be able to claim the client of the provider was endangering the (banned subject) and place them on a national sexual offenders listing? my guess is they could,,,,,,,, and should. nothing riles LE like (banned subject) mentioning on a site like eccie. there has to be some limits on a public board like this
