The article does talk about the SSP Program. The money the program provides goes directly to states, counties, local municipalities and non-profits. It does not funnel money into the pockets of non-citizens. The money is a tiny fraction of the amount allocated to disaster relief and it doesn’t affect the amount that the disaster relief gets in any way shape or form.
But your original post says none of that. In fact it misrepresents the facts to imply that our government is giving away money to illegal immigrants directly rather than to disaster relief and that is a straight up falsehood.
The original Emergency Food and Shelter Program started in 1987. It started providing funding for migrant costs in 2019. It continued until 2023.

The Shelter and Services Program (SSP) is replacing the Emergency Food and Shelter Program-Humanitarian (ESFP-H) program. SSP bolsters the capacity of states, localities, tribes and nonprofit organizations to receive noncitizens after they have been processed by DHS. It also ensures appropriate coordination with and support for state, local and community leaders to help mitigate increased impacts to their communities.
