I've noticed that too. I'm going with No. I've heard of white agencies, but it's usually by surprise. Not the girl in the pictures shows up at your room and says - That price was only to get to your room and you have to negotiate insane prices.
I've heard of Latina 'Houses' on another forum, that move around and change, where the girls are so Latina they don't speak english.
