Your ability to vote by mail should ALWAYS be allowed if you follow the rules and are pre-registered to do so as is the case in PA. I don't really have a issue with having voter IDs, although I do think it may be a bit onerous for certain folks to get them, if they had to be a photo ID, versus just an ID card. Not everybody lives close to a PA DMV or other approved facility. The more restrictions you put on voting, the less likely people are to vote - which is the reason why Republicans are looking to make this more difficult. They know that if truly all Americans voted they would not win another race. Donald Trump has been heard saying that as much.

So smart has not a lot to do with it. Poverty does though. But dumb voters or poor voters' votes all count the same as rich and smart ones.
