I have Verizon prepaid and get decent service in Mexico. It does get spotty at times. I also bought an old iPhone SE (1st Gen) off eBay for $70 and a Telcel chip/SIM card for $12 from a guy with a shop in Mexicali. So I have a Mexicali number even though I have never been there, but I hear that it's nice. It's about $15 for 30 days of service and 8 MB of data through Mobile Recharge. More that enough for Whatsapp, Uber, Google maps, and Mileroticos. I've had it for over two years and it hasn't let me down yet. Verizon has let me down in Mexico a few times and my "burner phone" has saved the day.
The biggest cellular companies in Mexico are Telcel, AT&T México, and Movistar. In that order. You can get a SIM card (they call it a "chip") at the company store, mall kiosks, or even Oxxo or Del Rio, so I've heard and put money on your account at the same time. This will work on any unlocked phone. I started with a $40 Samsung S4, but it had 3-6 hour battery life and died after a year and a half. I bought my chip off eBay because when I go shopping in Mexico, I don't like wasting my time on mundane things.
