But these uhauls are readily available and have very little in back ground checks to obtain them.

In fact you don't even need to have a franchise or anything to rent them on your property. WD can start renting them tomorrow.

There for moving and there basically full size Vans with a box on the back. If going to run people over you can do it with a pick-up truck, or even a car. Thet fule effective so sucks but it not heavy or wider than a pick-up or van with bricks.

To best of my knowledge you need a driver license to get a U Hall, or any rental, vehicle. FBI don't usually get involved it but if crazy or have the extreme mental health problems you can get denied a driver's license.
