New Encounter Reports need modification for Canada

When doing a New Encounter Report in Canada currently there is no way to insert the proper Canadian Province. Only US States are shown. Time is modify this template to add a Canadian Province option.

This need was shown by this recent New Encounter Report where Mod UC added the correct Province to a New Encounter Report, in red:

OSD is actually correct.

The related issue is various "states" for all foreign countries and the amount of programming for that is well..., as board activity outside the US is rather light.
So step it up guys. Cross that border to the northern frozen wasteland.

Btw, I personally wish Halifax was listed.
