Maybe the FBI (well, not maybe I'm sure) had access to the tapes showing the above groups entering the Capitol and/or the planning sessions the Proud Boys and Oath keepers allowed to be taped and Ray has agreed to testify against them? He certainly wouldn't be the first criminal to walk for turning on a "bigger fish".
Again, no data to back these thoughts up, just thinking of possibilities.

I should have phrased this better. Remained outside the barricades, which I would assume to have been the "line to cross" or committed other illegal actions on Capitol grounds such as this (although he did cross the barricades as well).
Among the prosecution's witnesses was Rocky Hardie, who traveled with Reffitt from Texas to Washington, DC, for the events of January 6. Hardie, a onetime member of the far-right Three Percenters militia, told jurors about Reffitt's role in the group and
recounted how they planned to bring firearms to the nation's capital despite knowing it would be illegal to carry them.
Hardie, who testified with an immunity deal, recalled how he and Reffitt determined the danger of not having a firearm outweighed the risk of prosecution.
And there's a name that walked for testimony as well.
