Not all gambling. There was a time, not so long ago, where a mid-roller in Vegas could still find an almost breakeven blackjack game (without advantage play) and/or a video poker machine with a slight edge to the player under perfect playing conditions. Not sure either of those exist in PA casinos (haven't been in years because getting a mediocre meal comped isn't gonna help the breakeven prospects) and it sure doesn't exist in Vegas (in the non-local casinos) unless you are playing whale sized coin. The lottery, by comparison, has always been a sucker bet (again, in PA--some math wiz in Michigan and the MIT blackjack folks took MI and MA for millions when they deployed a beatable game a few years back. But you have to know the math and be johnny on the spot). For the folks who play the lottery (and I'm being a demographic asshole about this), it's almost universally a sucker's game.
