A year or so ago a water taxi taking tourists from a cruise ship to the shore exploded from a mine attached to the hull? If I remember correctly, Policia divers found similar explosives attached to two other water taxis and were able to defuse them without detonating.

Look up Costa Rica. The hobby is legal and regulated there first off.....so no worries in terms of LE. San Jose and Jaco are the beacons when it comes to ladies of the night.
