But sitting with some Mexican sugar mill investors along with the government officials approving of the land and mill purchases in Mexico while listening to them discuss the U.S. sugar market for their product is quite enlightening ....

IMO the only thing I can applaud Carter for doing was shit-canning the Pemex-Texaco partnership deal ... brush up on the Pemex "retirement" benefits of which Texaco was supposed to accept 50% responsibility in the "profit" taking computations.
