outspending your opponent doesn't guarantee a win.

there have been many races where a candidate outspent his/her opponent and didn't win.

it all boils down to what kind of candidate you are and your message delivery.

outspending can create spending problems for the other side. ad buys are harder to get.

CNN gave Trump about 2 billion worth of free publicity, but they got bigger ratings and made money off him as a result.

Correct. President Trump has a full schedule of campaign stops in between now and the Mid Terms.
