I've never been to Dubai or Cambodia, but can't picture either beating Thailand. It would depend on your preferences though. Maybe you'd prefer Dubai if you're into multinational (Eastern European, African, Asia) hookers. Or Cambodia if you want to pay as little as possible and prefer short pig nosed women.
The food is good in Thailand as are the hotels, and they're relatively inexpensive for the quality you get. Most hotels have no problem with you bringing providers to the room, although if you're planning on bringing 2 or 3 back at a time you should do some research.
