Basically it makes a federal crime what is already criminal on the state level if the state's promoting prostitution statute is drafted correctly.
In a just world, it would be found unconstitutional as an abridgement of First Amendment free speech guarantees. However, the kind of judges that The Great Orange Orangutan now occupying the Oval Office is appointing will certainly NOT find this statute unconstitutional.
So if this gets passed, enjoy this place while you have it; it'll be going away in the next year or two.
