For the most part, the holes they put in the surface are irritants more than problems. Some planes don't even need them to be fixed.

As to repair crews, yes, that was exactly what i was referring to. But because they are effective against humans, and disperced over wide areas--often with little percision--the CD issue is significant. And the reason for the treaty issue.

So, to actually shut down airfields for extended periods with limited CD, cluster munitions are not a weapon if choice.
