If you are a citizen, they have to (eventually) admit you. They can detain you for hours (if not days) to search you, however. The likelihood of this (being detained for hours/days) goes up as your level of cooperation with CBP goes down. Or, it did in my case.

Officers cannot detain you if they don't have reasonable suspicion to stop (Terry, traffic, etc.) or unless they have probable cause to arrest.

The police are not supposed to ask you any more questions. Do the police always do what they are supposed to?

So, if you are not free to go and ask for your attorney, you should remain on high alert and not answer any questions, even though you should not be asked any further questions. If you were to answer further questions, that might be seen as a waiver (emphasis on might). Best to remain silent and avoid any question of waiver.
