If I've seen someone once or twice and they are good clients and I know I'll make the cost of a nice room back on their date and still feel like I've been compensated for my time then I'm more likely to pay for a nicer hotel room. Until I know that I won't take that chance. You really do get what you pay for. If you are only looking to book a QV or half hour date I definitely will not put out for a nicer room because the client has already set the standard by asking for my lowest rate. I already know I'm meeting someone who isn't looking for quality they are looking for quick. Basically if you want a nice environment and a nice date type time, express that upfront and that way you know where things sit for the both of you.
