Cultural divisiveness is a natural function of incompatible cultures being forced upon each other - or in the case of the Estados Unidos, 10 different cultures and the encouragement of hypersensitivity to any offense.

From those choices, I would lean toward the more exclusionary, though ironically, all would benefit from the reduced conflict thereupon realized. The natural leaders should eventually be in charge, anyway.
