NASA was and is a military program.

the problem with the military had its roots during the Kennedy administration when he brought in McNamara as Defense secretary. He was given the mission of making the military be run like a business.

That system in various forms remains to this day.

But now the military, like NASA, is a social welfare program for every political group, with massive dinero for the defense contractors.
