Colin Powell is a hawk like Hillary Clinton who supported getting into the war in Iraq. And he's more interested in foreign policy than in what happens to the economy. So from his perspective, he's pretty much in agreement with Clinton on the issues that matter most to him.

I don't like Trump or Clinton, and will be voting for Johnson even though I know he won't win. And also voting for Republican congressional candidates, to counterbalance Clinton, who probably will win.
