Default Won't let my friend register

I have a friend who wants to register as a provider but it won't let her. Gives the can't have two accounts message. I tried having her do it from a different internet connection but it still won't let her. Should I have her email instead?

LorinLove had the same trouble, they told her to try a different device. Not the same one you use.

If you use the same internet provider and/or same device with two people. Then, the site can denied you access.

She has her own device that I've never used but it still won't let her. I gave her the email so she can work it out
