Isn't there a requirement that a novice jumper has to do at least one (maybe more) tandem jumps before they're cleared to jump solo?
A group at my place of employment sponsors skydives to benefit St. Jude Children's Research Hospital (
not directly sponsored by St. Jude, I should point out), and the guy here who recruits jumpers for the event says that's how it works for their jumps. Then again, that might be just how things are done here, or maybe there's legal reason for it for these jumps.
