Had someone send me a message but it doesn't give me the option to respond. How to I tell him anything?

Did you go to his profile and try to start a new PM to him letting him know that you can't respond for some reason? That maybe he needed to check his settings to see if he had his Private Messages turned off? If you did and that didn't work, maybe post something in Coed or ISO responding to him there to let him know? I'm not sure if that's ok, but it's my suggestion.

One of the rules is that you cannot post the contents of a private PM, text, etc.
Now if you want to post in COED that you tried to reply to him but it didn't work that's fine.
