I'm not sure where MyRedBook.com was hosted at the time but it's currently hosted in Ashburn, Va.
TheReviewBoard.net is hosted in Scottsdale, Az
Eccie.net is hosted in Amsterdam, Netherlands
Seems like someone DID make that decision.
However I have no knowledge of whether or not the location of where a site is hosted matters in the domain name being seized. A popular file sharing site is regularly re-registering names and re-pointing traffic but maintaining their servers without interruption.

The articles of incorporation for eccie seem to point to Fort Worth, Texas as where the owner resides.
Albeit this is old documentation, a suit was filed on behalf of eccie vs a poster in 2012 in TEXAS courts...
Here is an excerpt from the article discussion ownership of eccie and location:
One odd thing about this case (one of many, we'd say) is that the owners of Eccie are trying to unmask the blogger without unmasking themselves. The lawsuit was filed by KCN Infosys, the company that does business as Eccie Worldwide. So who, and where, are they? The company lists itself as having Houston headquarters, but lists an Irving address for KCN Infosys. They've got a Dallas lawyer, and one of their registered agents is a woman in Fort Worth. In court filings, they say their principal place of business is in Dallas County. (If you're curious, and I'm sure you are, most of the escorts on the site say they're based in Dallas, north Texas or Oklahoma.)

I don't believe where individuals might be physically located is relevant to the FBI or other law enforcement agencies being able to seize and take control of the domain or servers. Perhaps if someone acquiesced and simply turned control over if served. I would imaging though there would be a lengthy proceeding challenging such an order.
In the myredbook case I can see where walking into an office of a company here in the states with a court order might work. But not a company somewhere else in the world.
My opinion has no basis in actual law.
It just seems ludicrous that US law enforcement would have that much luck outside the borders.

Nor does mine.
However if the actual owners...the ones receiving the revenue generated...are here...and their funds are channelled here (here being Texas, or the broader US), then serving them with a cease and desist order makes perfect sense. Physical location in the digital age seems a minor obstacle to data stored and transferred.

Major problem isn't civil issue, its a criminal one. Read the indictment for the owners/operators of redbook. Then read the laws that are mentioned in that indictment. Kind of chilling and goes WELL beyond forfeiture issues.
