In 1964 the Civil Rights Act was opposed by certain democrats like Al Gore Sr., J. William Fulbright, and Robert K. Byrd to name just a few but look at the next generation; J. When John Kennedy was alive he was opposed to it, because he was concerned his support of it would lose him the South in a re-election bid.

A part of the compromise to get the Southerners on board was to include a provision and state courts had concurrent jurisdiction to hear civil rights cases, and, of course, LBJ could invoke the memory of JFK, although no mention was made of his original opposition to its passage.
