It's called blocking.
Issue is that Attacker's IP needs to be identified which could be forged, rerouted through elsewhere, etc. Or, the current warfare is identifying packet data similarities and blocking those. However unless the Attackee has a bunch of equipment, Attackee will have to hire that out.
And yes there's other options, but OP asked for countermeasures.

Please elaborate if possible. My son keeps asking me to call our ISP and pay for a static IP address. I just do not think that is the solution.

If you're on cable or DSL you probably already have a static IP.
I haven't seen a dynamic IP since dial up days. But there are outfits that you can route through that will front end your internet connection wit a random IP for the length of the session.

This has nothing to do with ddos attacks. Why do you think there's a ddos issue?

Seriously, concern over a home line? No one that is capable of a ddos attack would even be remotely interested in a home line.
Besides let your kid play games at his age. Actual sports might be preferred, but there's a nice paycheck in computer software and tech systems management nowadays. And that starts with just getting used to the tech and other software with hands on time, even if just games.

Back to what U_C asked, why do you think it is a DDOS Attack? What symptoms are you experiencing? When did this start happening? What was installed, uninstalled, or changed around that time? What have you done to troubleshoot it so far?

I agree with U_C that the chances of someone unleashing a DDOS Attack on a residence is pretty slim to none unless you have pissed off a geek lately. Most likely, (If it actually is a DDOS Attack) they are going after your Internet Service Provider, (ISP) not you. If that is the case then you can test with you cell phone provider if you have Mobile Hotspot or Tethering capabilities. If all works well on your 4G connection then it is your ISP. If it is still not working then it is most likely some crap you downloaded and or installed on your computer or a piece of hardware going bad. I have seen a bad NIC produce symptoms similar to a DOS Attack. It could also be the cable. Is the cable kinked or cracked? If you see bare wires then you need to replace it.

If you did indeed piss off a geek, you can pull another IP Address. Of all the ISP's I have had over the years they still use DHCP on the routers they install at your home. This means that your public IP Address is not static and is in fact dynamic. The chances of you pulling any other IP Address though is not likely unless you power off the router for a long period of time and allow someone else to pull the IP you had. I have done this before and it took a few hours to get a different IP Address.

The only way to have a static IP Address assigned to you is to pay for one and it is not worth it unless you are hosting a Web Server, Email Server, or some other business class server that needs to always keep the same IP Address for providing services to clients using external DNS. If you do not understand this, then you probably do not need a static IP Address.
