Plan: Let's send 3,000 of our medical personnel on a suicide mission into a disease infestation without adequate medication to combat the disease to which they WILL BE EXPOSED, thereby reducing the numbers of medical personnel needed for existing wounded veterans and current servicemembers in combat or those who will be in combat shortly when the "no boots on the ground in Iraq" policy fails miserably.
