That is a MRAP for driving through IED territory. I understand that IEDs are all the rage among streets gangs, moonshiners, and parking space violaters. To be honest there was a garage sale of a sorts held by the military but this goes back to what I said last week, police departments around the country are putting together tactical units with additional costs. If you spend millions to create a tactical unit you want to use that unit even if the target is only a 107 year old man. I wonder if this is for use against Tea Party people?
