It is in USA, but folks from other "Americas" sometimes get those noses bent out of joint when "ugly Americans" use the word ...

There are many citizens of Mexico who call themselves "Spanish" .... and that is incorrect, unless, of course, they are actually from Spain.
Personally, considering "Harry's" general demeanor and attitude, I suspect that he was attempting to "pander" the voters (undocumented are not supposed to be voting) by suggesting that those who are undocumented in this country should be "included" in the big family of Americans here in the U.S. What ever he did worked. He's back in on the government tit again.... one of Obaminable's flock and errand boys.
